The capability to change font size only (as opposed to scaling the entire display) is no longer available through the Windows UI, but the registry values that control the size still exist. You just have to use a 3rd-party tool.

DING. If you’re using Desktop Icons NG (DING), right-click on your desktop and choose "Settings" (or something similar…). Now you can change the icon size to either tiny, small, standard or large. If you want to customize even more and choose your own icon dimensions, go to the extension’s directory.
Choose Personalization. Select Themes. Under Themes, select Theme settings. On the left pane, click Change desktop icons. To change the font size of the icons on your desktop, refer to these steps: Right-click on your desktop. Click View. Select the font size you prefer for your desktop icon.

By default, Windows spaces icons evenly on an invisible grid. You cannot change the size of the grid. To place icons closer together or with more precision, turn off the grid. Right-click an empty area of the desktop, click View, and then click Align to Grid to clear the check mark. Repeat these steps to turn the grid back on.

Resize individual desktop icons. Is there a way to resize just one or two desktop icons (specifically, the "Computer" and "Recycle Bin" icons)? The Desktop in Windows 8 works the same way it did in previous versions. Right click an empty space on the Desktop. Select the View option. You shouild see 3 options for changing to Small, Medium, or Large Icons. Regards.
