The film was released on VHS under the title Imprisoned Women. Cage Without a Key was filmed at Las Palmas School for Girls in Commerce, California, now known as the Dorothy Kirby Center. It was a juvenile detention center, not an actual women's prison. Many of the extras were actual inmates.

The women arrive at the prison, where they meet Captain Alan Dease, who proceeds to line them up and exclaim the rules of the prison and consequences for not abiding by them. As Frances is escorted by an officer to the jail cell she will be living in, she enters to a scene of female convicts gambling, smoking, and talking amongst themselves.
The women's prison, set on an isolated island, is run by a man who impersonates a doctor, Carlos Costa. In fact, he is a killer who murdered the actual doctor of that name, whose name he then assumed. Assisting him is a monocled lesbian woman known only as The Wardress who regulates the prison with an iron fist.
