Until 1921, La Crosse had hosted a winter carnival every year. Following economic difficulties around 1960, many civic leaders were in favor of renewing a community wide festival similar to this. Rather than contend with other regional winter festivals and unpredictable weather, a fall festival was deemed favorable.
