With the creation of the Reclamation Service, the lead role of the federal government in developing large-scale irrigation projects was firmly established. Begun in the 1880s, it is now managed by the United States Bureau of Reclamation, and provides irrigation water to a large area around Carlsbad, diverted from the Pecos River and the Black River.
