The 4-litre chassis was conceived and built in a failed attempt to restore Bentley to a good financial state. Announced 15 May 1931, [ 6 ] it used a modified 4-litre Ricardo IOE engine in a shortened 8 Litre chassis at two-thirds of the price of the 8 Litre in an attempt to compete with the Rolls-Royce 20/25 .

It was presented to the public in September 1933, shortly after the death of Henry Royce, and was the first new Bentley model following Rolls-Royce's acquisition of the Bentley brand in 1931.
It is a limited (12 units) version of 1930's Bentley Blower, built from the design drawings and tooling jigs used for the original four Blowers built and raced by Sir Henry 'Tim' Birkin in the late 1920s, which included Bentley's own Team Car (Chassis HB 3403, engine SM 3902, registration UU 5872 – Team Car #2).

Amherst Villiers. Amherst Villiers (1900–1991) was an English automotive, aeronautical and astronautic engineer and portrait painter. He designed a land speed record-breaking car for Malcolm Campbell, and developed the supercharged "Blower Bentley", driven by Henry Birkin and (in fiction) by James Bond.
They quickly decided to create a new Bentley using the 20/25 engine with some adaptations, and a chassis that had been developed for a 2¾ litre Rolls-Royce that had been intended as an economy version of the 20/25 but had been cancelled.
