Thermoelectric cooling uses the Peltier effect to create a heat flux at the junction of two different types of materials. A Peltier cooler, heater, or thermoelectric heat pump is a solid-state active heat pump which transfers heat from one side of the device to the other, with consumption of electrical energy, depending on the direction of the current.

A fan clutch is a thermostatic engine cooling fan that can freewheel at low temperatures when cooling is not needed, allowing the engine to warm up faster, relieving unnecessary load on the engine. As temperatures increase, the clutch engages so that the fan is driven by engine power and moves air to cool the engine.
The voltage a computer cooling fan receives is defined by the difference between the voltage wire (+12 V) and the ground wire (+0 V). By connecting one or both wires to a different voltage, the voltage the fan receives will be different from the default 12 V the fan was designed for.
