High Desert State Prison (HDSP) is a high-security state prison that houses level IV inmates located in Leavitt in Lassen County, California. [2] [3] Opened in 1995, it has a capacity of 2,324 persons. As of July 31, 2022, High Desert was incarcerating people at 78.4% of its design capacity, with 1,823 occupants. [4]
It is one of three prisons in the county; the other two are state prisons located in the county seat of Susanville. In 2007 half the adults in Susanville worked in one of the three facilities; together the three prisons hold approximately 11,000 inmates. [2] Prisons are the major employers in the area since the timber industry declined.
Lassen County has a concentration of prisons, which employ half of the adult population of Susanville. [6] The state facilities prisons were severely overcrowded until 2012, when legislation was passed requiring reduction in prison populations. Many facilities are still above design capacity, increasing risk to correction officers and inmates.
