The Principles and Standards for School Mathematics was developed by the NCTM. The NCTM's stated intent was to improve mathematics education. The contents were based on surveys of existing curriculum materials, curricula and policies from many countries, educational research publications, and government agencies such as the U.S. National Science Foundation. Mathematics education in the United States varies considerably from one state to the next, and even within a single state. An A grade is for greatly exceeding the expected standard, a B grade is for exceeding the expected standard, a C is the expected standard, a D is falling behind the expected standard, and an F (or fail) is greatly behind the expected standard. Sometimes a letter grade can have a + or a - next to it, related to what percentage was given.
