I did change my Windows Modular Installer to automatic. I was able to to access the Windows Features or the Turn Windows Features On or Off, through, the Control Panel by typing optionalfeatures.exe in the start search box. The screen was populated and I successfully disabled Windows Media Player. Thanks again

You might see if running a sfc /scannow command to see if it may be able to repair or restore the optionalfeatures.exe file for Windows Features. Sometimes it may take running SFC a few times with a restart of the PC between each time.
I'm using Windows 8.1, trying to install .NET Framework 3.5 through the "Turn Windows features on or off" menu, and for some reason it won't connect to the update server, but only for this one feature, enabling and disabling everything else works just fine.
