Format the column as [h]:mm:ss before entering the data. The [h] allows you to total the time even if it is more than 24 hours. The problem with this is, in my application, I am working only with minutes and seconds. I don't want to have to deal with the hour column or with AM/PM.

So you would want to make sure that FORMAT CELLS is UNchecked but SELECT UNLOCKED CELLS is checked. In cell B2 is given the number witch need to be converted as degrees, minutes and seconds. For this, apply the below formula in a different cell: =B2/24. Format that cell as: [h]° mm' ss''. If you want results by formula then use this: =TEXT (B2/24," [h]° mm' ss''") or in separate cells use these below formulas: Degrees: =INT (B2)

The 12.13 is actually "12.13" as text, not a true number. Pick a column (or portion thereof) and use Data, Tex to Columns, Fixed Width, Finish. First, excel converts the data to Excel "Date" data type. Dates are a series of integers starting at Jan 1, 1900. Today's date, Apr 8 2021, is serial number 44294. You can see the underlying serial number value of an Excel Date (time) datatype cell by changing it's datatype (Home tab > Number group > Number Format to "General".
