For the first type, notability is achieved by how the language has been received and learned by people (sheer number of speakers) or how it has influenced other similar works. The second type: philosophical and logical languages, originality of the idea, academic reviews etc. add to the notability even if it has very few or no speakers.
Agreed! Right now, conlang articles and conlang VfDs are going around without rhyme or reason. A few remarks: Number of speakers: like the others said, this can apply only to languages that were designed with the purpose of being spoken. In other words, IALs. True, there are some artistic languages that have some speakers, too.
If a conlang is complete enough to qualify under the criteria proposed above, it will probably eventually attract "active discussion" (in Almafeta's words) or independent review (my preferred terminology), and then will be verifiable without original research, thus suitable for Wikipedia.
