Newly manufactured pieces are initially qualified using the hydrostatic test. They are then revalidated at regular intervals according to the relevant standard.

If the indicating needle of the contents gauge moves when the diver inhales that may indicate the cylinder valve is only partially open and may not provide enough gas at the higher ambient pressures at depth.
