Public Forum Debate is a form of competitive debate where debaters use their evidence and impacts to outweigh the benefits and harms of the opposing side. Since 2006, it has created a middle school debate camp of the same name which has a very similar format to the high school camp. B'More Debate was initially offered only to students in BUDL, but throughout the years has expanded to other students around the country. The camp is held during the summer months and lasts two weeks.
The speech is supposed to be objective, without any judgement or evaluation of the topic. [3] The speaker's job is to make a complex topic easier to understand. In intercollegiate competition, the time limit is ten minutes and the speech is typically memorized. In high-school competition, time limits vary by U.S. state.
The topic is only revealed to the students an hour before the actual debate by way of opening a sealed envelope in their presence. This ensures that no pre-written material can be used in the debate. Students are expected to speak for a total time period of four minutes which is followed by two minutes of questioning and rebuttals.
Traditionally, rebuttals were half the length of constructive speeches, 8–4 min in high school and 10–5 min in college. The now-prevailing speech time of 8–5 min in high school and 9-5 in college was introduced in the 1990s. Some states, such as Missouri, Massachusetts and Colorado, still use the 8–4 min format at the high school level.
