Piers 46–48 are roughly in the area once occupied by Ballast Island. Pier 48 began life in 1901 as Pier B of the Pacific Coast Company's Ocean Dock, which also had two other piers (A and C, the latter also known as City Dock). In 1879, the "Ocean Pier" was opened, but was heavily damaged and removed in 1881. In 1881, the "Iron Pier" was constructed, but was heavily damaged by a storm and tugboat collision in 1901, leading to its removal in 1908. In 1913, the "Amusement/Fishing Pier" opened at 950 feet, although in 1945 a hurricane destroyed the end part of it.

Pier 41 was the largest pier on the Pacific Coast and believed to have been the world's largest concrete pier at the time.
