I appreciate your time getting back to this thread, the updates were not deployed to all the Windows user at once, it was deployed by bacthes. If you want to install it using Windows Update , you need to wait for it in your updates. However if you can't wait and you want to install it , you can use the Windows 11 Update Assistant.

In my reading, two things are needed to upgrade to Windows 11 from Windows 10, UEFI boot mode and TMP 2.0. Someone mentions this upgrade guide . I have tried two methods you suggest to upgrade the Windows 11 version and both fail.
