US 281 has two signed segments near its southern terminus in the Rio Grande Valley, both of which are signed west–east.The eastern segment, considered mainline US 281 by TxDOT, begins in Brownsville at an intersection with Business US 77 and SH 48 about 2 miles (3.2 km) from the Mexico border, and travels west through several communities along the border to Pharr.

In 1968 and 1972, two portions of the Westlake development consisting of 8,544 acres (35 km 2) on the Ventura County side were annexed into the city of Thousand Oaks. [19] In 1981, the Los Angeles County portion (3,456 acres (13.99 km 2 ) or roughly 1/3) of the Westlake master-planned community was incorporated as the City of Westlake Village.

It is Thousand Oaks’ major east-west thoroughfare, connecting The Oaks mall on the west to Thousand Oaks Civic Arts Plaza in the east. It runs parallel to the Ventura Freeway (US 101). As of 2017, over 230 businesses are housed on Thousand Oaks Boulevard. [6] It was one of the first streets in the city. [7]
