Sri Lanka has a long history of local government. [7] According to the Mahavamsa the earliest Sinhalese settlements, dating to the 4th century BC, were village based. These villages were used by the Sinhalese kings as a unit of administration. Each village was independently administered.

Northern Provincial Council (Tamil: வட மாகாண சபை Vaṭa Mākāṇa Capai; NPC) is the provincial council for the Northern Province in Sri Lanka.In accordance with the Sri Lankan constitution, NPC has legislative power over a variety of matters including agriculture, education, health, housing, local government, planning, road transport and social services.
The northern border is shared with the Northern Province, Sri Lanka with a very small border. delineated primarily by natural features such as the Kala Oya. To the east, it is bordered by the North Central Province, Sri Lanka while to the south, it is bordered by the Sabaragamuwa and Western Province, Sri Lanka.
