    Looking into it, I found the formula for efficiency growth on the wiki and: if my production efficiency base is 0 thanks to welfare spending and going for concentrated industry, according to the formula it will be division by 0. If this is intended, it's just silly. The starting efficiency should have some sort of minimum value in my opinion.
