I was looking for a template where you can simply state a specific time (including a date, necessarily, as you cannot convert a time without a date), and a time zone, and it will display that time and time zone unchanged, but when the user hovers over it with the mouse, it will display the time in the user's time zone (or in a parenthesis after ...
These will sort correctly, without this template's being necessary, provided the seconds have leading zeroes, and the decimals trailing zeroes where necessary. However, in a longer race, where the results include times both below and above 10 minutes, then times of 10 to 19 minutes will sort before any lower time of 2 minutes and above.
To change this template's initial visibility, the |state= parameter may be used: {{Time measurement and standards | state = collapsed}} will show the template collapsed, i.e. hidden apart from its title bar. {{Time measurement and standards | state = expanded}} will show the template expanded, i.e. fully visible.
