Sagwa and Dongwa accompany the Reader to find a crested porcupine quill to complete a remedy for the Magistrate's toothache. Sagwa thinks a porcupine is a monster, but she befriends one named Hau-Ju and gets a quill. On a very wet day, a generous toy peddler gives the kittens and princesses toys and warns them of a coming blizzard.
Sagwa, a young cream kitten, lives in the House of the Foolish Magistrate, a greedy man who only makes up rules that help himself.
