The Registrar-Recorder/County Clerk (RR/CC) is one of 37 departments in Los Angeles County, California which serves a population of over 10 million.The Registrar-Recorder/County Clerk is responsible for registering voters, maintaining voter files, administering federal, state, local and special elections and verifying initiatives, referendums and recall petitions.

The Hall of Records was estimated to cost $13.7 million in 1961. The office was left vacant by the death of Gary Granville, who had introduced a number of innovations to the department and merged the clerk's department and the recorder's office in 1995. As the Clerk-Recorder, Daly opened branch offices in historic downtown Fullerton and Laguna Hills Civic Center, providing more access to North and South County.
