The award is handed out annually by the United States Academy of Motion Picture Arts and Sciences to a feature-length motion picture produced outside the United States that contains primarily non-English dialogue. The Taipei Film Awards (Chinese: 台北電影獎; pinyin: Táiběi Diànyǐng Jiǎng; Pe̍h-ōe-jī: Tâi-pak Tiān-iáⁿ-chióng) are given by the Taipei Film Festival to honor achievements in Taiwanese cinema. Winners are selected from Taiwanese films which are presented in the competition section at the festival.
