Install CraftTweaker and write a script to do so. stimmedcow:NoMoreRecipeConflict for up to 1.12 lets you pick the craft output, Polymorph does the same thing for newer versions, and CraftTweaker lets you script your own custom recipe entirely. Crafttweaker or, if you play 1.13 or newer, a datapack. KubeJs works great for this.

I found the file, Its not an issue of item IDs though, the crafting recipe for two items is the same... i can acess the items without a problem in creative mode but I cannot create one of them in survival. One of them is a Steel ingot, crafted from 3 iron ingots placed anywhere in the crafting grid.
