In order to connect to Facebook, you will need to reach out directly to Facebook support on how to remove the restriction from your account. They have a fantastic guide on how to troubleshoot your restricted account. Or, another potential solution is to create all new Facebook accounts. This would include a personal account.

You need to ensure that you have connected the correct business page. Pages and Business Managers have separate account permissions, which means that you need admin roles for each one. The Business Manager that you select in the Facebook channel must be the owner of the Facebook page during onboarding.
However, my main business is in Instagram and while my Instagram is connected to the new Facebook page and Business manager, Instagram Shop somehow seems to be stuck in the old restricted Business Manager. Because the Commerce Account is restricted, I cannot remove Instagram Shop from the Sales channel in the restricted Commerce Account.

You need admin access to the connected business to complete setup. Every time I try to connect my Facebook account it automatically selects my account without giving me the option to select the business account.
