Penarth is a timber-framed house set back from the A483 road near to Newtown, Wales, close to the banks of the river Severn. It is within the parish of Llanllwchaiarn, within the historic county of Montgomeryshire, which now forms part of Powys. It is amongst the best examples of the ‘‘Severn Valley’’ timber-framed houses. Llanllwchaiarn (Welsh: Llanllwchaearn; Welsh pronunciation: [ɬanɬuː′χaɨarn]) is a village on the outskirts of Newtown in Powys, Wales. It forms part of the community of Newtown and Llanllwchaiarn. Aberbechan Hall was a Tudor mansion in the eastern part of the parish demolished in 1870.
Newtown and Llanllwchaiarn Urban District was abolished under the Local Government Act 1972, becoming part of the Montgomery district of Powys on 1 April 1974. A new community was created covering the former urban district, with its council taking the name Newtown and Llanllwchaiarn Town Council, also known as Newtown Town Council. [12]
The two nearer towns however are historic Montgomery — 5.2 miles (8.4 km) away — and (the larger) Newtown, which is 7.1 miles (11.4 km) to the west. [1] At present, 11 dwellings comprise the core of the hamlet (though one is dilapidated) as well as three outlying isolated houses. [1] There are a number of small, disused quarries in the area.

Allen must have been a property speculator because in 1932, he sold it to Senator Rupert Davies (1879–1967), Canadian politician and newspaper editor, who was born in Welshpool. Davies continued to use it as his home in Wales until he sold it in 1948. [ 8 ]
