The State Duma, also known as the Imperial Duma, was the lower house of the legislature in the Russian Empire, while the upper house was the State Council. It held its meetings in the Tauride Palace in Saint Petersburg. It convened four times between 27 April 1906 and the collapse of the empire in February 1917.

The Tsar retained an absolute veto over legislation, as well as the right to dismiss the Duma at any time, for any reason he found suitable. [1] The emperor also had the right to issue decrees during the Duma's absence—though these lost their validity if not approved by the new parliament within two months.
By 1613 the duma had increased to twenty boyars and eight okolnichies. Lesser nobles, "duma gentlemen" (dumnye dvoriane) and secretaries, were added to the duma and the number of okolnichies rose in the latter half of the 17th century.
