ePSXe was the best and honestly could've stayed the best if it kept updating and improving itself with time, but over time it started looking more like outdated 2000s software and was usurped by the people that cared more about PSX emulation as time went on

From what I understand the best emulator for playing PS1 games on PC is Duckstation. I used it the other day and it was solid. Also, if you need your PS1 fix on the go I would suggest modding an OG PSP to run custom firmware. The modification process is painfully simple.

But most of the people who can't be talked away from ePSXe are using 1.7, with hideously outdated plugins, and the performance comparison against that isn't as impressive (especially to the sort of person who continues to use 1.7, since they also won't care about whatever you have to say in regards to accuracy).
The cheapest thing you can do is to use Duckstation (best PS1 emulator ever, at least for me) and get even 8K resolution and filters, shaders, etc. You'll get the best absolute graphics of any other option I'll describe later. You can even load upscaled (4K I guess) pre rendered textures pack to get even better image quality.
