In 1649 the first Middlesex County Registry of Deeds was created in Cambridge. On April 19, 1775, Middlesex was the site of the first armed conflict of the American Revolutionary War. In 1855, the Massachusetts State Legislature created a minor Registry of Deeds for the Northern District of Middlesex County in Lowell. [5]

The Registry of Deeds has since 1708 dealt with the registration of wills, marriage settlements, title deeds, mortgage documents and other documentation concerning granting of title over land. It was originally set up to enforce the legislation regarding ownership of land by Catholics. A registered deed took precedence over an unregistered deed.

Massachusetts retained the northern bank of Merrimack River and the towns of Salisbury and Haverhill were added to Essex County. Hampton, Exeter, Dover, and Portsmouth were governed at two levels, town and province/colony, until 1769, when New Hampshire was itself divided into counties, so that Norfolk ceased to exist.
It is an expansion of an earlier listing of the Essex County Court Buildings on the National Register of Historic Places in 1976. In addition to the former county court buildings included in the earlier listing, the district expansion in 1983 encompasses the entire block of Federal Street between Washington and North Streets.
