In 2013, Howard County Library System was named 2013 Library of the Year by Gale and Library Journal. In 1959, Miller donated the land to Howard County for the county's first library. The present library was named the Charles E. Miller Branch in his honor. [9] In 1966, Ellicott City farm owner, Senator Clark proposed an independent parkland commission for Howard County. Miller opposed the legislation, starting a referendum against the measure. [10]
On 14 May 1943, former Howard County Commissioner Charles E. Miller purchased the farm and farmed it until 1980. The Miller Land Company was established in 1964 to develop the land. The property was subdivided into 300 acres, several small plots, a plot donated to the library, and a 50-acre section that he planned to donate for a hospital.
The first settlers arrived circa 1806. The town of Ellicott was established in 1812 from the town of Pomfret and was one of the first three towns in the county. As such, part of Ellicott was used to form the towns of Busti (1823), Carroll (1825), and Poland (1825), although some territory was later re-annexed to Ellicott from Busti and Carroll.
