The memorial is dedicated to B. R. Ambedkar. The foundation stone of the memorial was first laid in 1995. Earlier, the memorial was named Dr. Bhimrao Ambedkar Udyan. In 2002, it was renamed the Dr. Bhimrao Ambedkar Memorial and development work continued until 2002–03. In 2007, the memorial underwent further renovation and development.
The foundation stone (replica of Parliament House) on which the statue is installed is three storeyed and has a total built up area of 26,258 square feet. This memorial has a museum which has many articles and pictures depicting the life history of Dr. Babasaheb Ambedkar. There is also a library related to audio-visuals of Ambedkar's life.

In 1966, Madan Lal Jain purchased the bungalow: he allowed Savita Ambedkar to retain two rooms, gave one part of the building to his son-in-law, and rented another part to an Additional Sessions Judge.
