Leah Rosenfeld was a railroad telegraph operator and station agent whose 1968 lawsuit against the Southern Pacific Railroad and the state of California helped to end job and wage discrimination against women and ensure equal opportunities for women in the U.S. railroad industry.

Legislative action made the Commission official in 1970. In 1978, the Kentucky Commission on Women started a campaign to recognize Kentucky women that history had overlooked. The exhibit "Kentucky Women Excel" began at that year's Kentucky State Fair. In 1996 the exhibit was moved to a first floor hallway of the west wing of the Capitol building.

Steamtown National Historic Site was created in 1986 to preserve the history of steam railroading in America, concentrating on the era 1850 through 1950. This is the mission of the park. The park was not created to preserve the history of Steamtown USA. Our site does touch on the history of railroad preservation, specifically in our History Museum.
