Weinstein was born on November 20, 1938, in Schenectady, New York. [1] He completed his undergraduate studies at Union College in Schenectady. In college, he was a Ford Foundation-funded Congressional Intern in Washington, D.C., in the office of US Representative Samuel S. Stratton, and studied governmental affairs.
