The SIRG was created in 1995 and is presided over by the Chair of the Summit of the Americas Process. The Dominican Republic as the host of the X Summit, to be held in 2025, is the current chair of the SIRG. The SIRG meets on average 3 times a year, with at least one meeting held at the Ministerial level.
