The District of Columbia has a mayor–council government that operates under Article One of the United States Constitution and the District of Columbia Home Rule Act.The Home Rule Act devolves certain powers of the United States Congress to the local government, which consists of a mayor and a 13-member council.

Home rule is the government of a colony, dependent country, or region by its own citizens. [1] It is thus the power of a part (administrative division) of a state or an external dependent country to exercise such of the state's powers of governance within its own administrative area that have been decentralized to it by the central government.
This form of government continued for nearly a century. Between 1948 and 1966, six bills were introduced in Congress to provide some form of home rule, but none ever passed. The commissioner form of government was replaced in 1967 by a mayor-commissioner and a nine-member city council appointed by the president. [11]
