Health & Safety Code Chapter 611 MENTAL HEALTH RECORDS • “Patient” means a person who consults with or is interviewed by a professional for diagnosis, evaluation or treatment of any mental or emotional condition or disorder, including alcoholism or drug addiction • “Professional” means a person licensed to practice medicine in any state
In addition to the penalties prescribed by this chapter, a covered entity shall be excluded from participating in any state-funded health care program if a court finds the covered entity engaged in a pattern or practice of violating this chapter.
