Playa Chachalacas is a small, Mexican beach town located 50 km (31 mi) north of the port of Veracruz. [1] This long beach of fine, packed sand and calm waters is popular for aquatic sports. The town itself has a population of 1,015.
Tecolutla is the beginning of a small tourist corridor which includes beaches such as La Guadalupe, La Vigueta, Playa Oriente, Monte Gordo, Casitas and Maracaibo. This area is known as the Costa Esmeralda because of the green ocean near the beaches, and many contain three and four star hotels, bungalows and trailer parks.

The park is named after Albert Wells Pettibone (1827–1915), a former mayor of the city of La Crosse who privately funded the creation of the park. Pettibone died before the park could formally be gifted to the city as he intended, because of a border dispute between the states of Wisconsin and Minnesota which was not fully resolved until 1919.
