In September 1996, North Chicago VA Medical Center became the first facility to arm its police officers, followed by Richmond, Bronx, West Los Angeles, and Chicago (West Side). The pilot program proved successful, so around 1998, Secretary Togo West expanded the arming of VA police at a rate of about 16 sites per year.
