In 2004 a 30-year concession was awarded without competitive bidding to Syarikat Bekalan Air Selangor Sdn Bhd (SYABAS), a subsidiary of Puncak Niaga Holdings. The concession foresaw investment commitments of US$2.5 billion. It was supported by fixed government payments, since tariffs were too low to make the concession financially viable.
