I would put more trust in a non-government style guide. Note that the AP style guide says that "president" should only be capitalized as a formal title when preceding the name or names. There is indeed a trend toward more capitalization in recent decades, but overall the book n-grams don't make these look like proper names; that is, capitalization appears to be very optional, per book sources. It's clear that "Eastern Conference" and "Western Conference" are proper names, but I can't see why we'd extend that to their finals ...
