The Topeka & Shawnee County Public Library was founded in 1870 when the Ladies' Library Association met to start a library. It was not until March 1871 that the doors of the library finally opened in the Keith & Meyers Dry Goods Store. In 1883, the library opened its first permanent building.

The current Hays Public Library, built in 2004, stands in the same location and the exterior is a replication of the original Carnegie Library. It was formed in 1998 by an agreement between Ingham County and the City of Lansing. It consists of thirteen libraries and a mobile library. CADL is governed by a seven-member board, five of which are selected by Ingham County, and the remaining two are selected by the City of Lansing. CADL also participates with the Michigan eLibrary.
