Generally, that would mean at least one and maybe more cities in that area serve as cultural and economic anchors for that area that everyone in that area looks to as defining the area.

The tri-state area is Central, South, and North Jerseys. NJ, PA (specifically Philadelphia metropolitan area), and NY (specifically NYC metropolitan area) are the Tri-state area. Wherever those metropolitan areas stretch to is whatever but Delaware is part of DelMarVa (Delaware, Maryland, and Virginia Peninsula) and Connecticut is New England.
