The Franklin County Courthouse, located in Courthouse Square on Main Street in Ottawa, is the seat of government of Franklin County, Kansas. The courthouse was built in 1892. Although Ottawa had been the county seat since 1864, it lacked a permanent courthouse prior to then.

U.S. Route 50 and Interstate 35 bypass Ottawa to the south and east, while business US-50 passes through the city. According to the United States Census Bureau, the city has a total area of 9.42 square miles (24.40 km 2), of which 9.32 square miles (24.14 km 2) is land and 0.10 square miles (0.26 km 2) is water. The stone courthouse was built from 1896 to 1897 and replaced the county's first courthouse, which had been built in 1859. County officials wanted the courthouse to resemble the Franklin County Courthouse in Ottawa , so they hired that building's architect, George P. Washburn , to design the new courthouse.

Ottawa Township covers an area of 43.04 square miles (111.5 km 2) and contains one incorporated settlement, Ottawa (the county seat). According to the USGS, it contains five cemeteries: Highland, Hope, Indian, Mount Calvary and Mount Evergreen.
