Just re-watching third stage for the first time in years and noticed the comment that Kogashiwa Ken, Bunta's rival of old held the speed record at Irohazaka on a motorcycle, this leads me to believe the character might be based on Keiichi Tsuchiya's inspiration; Kunimitsu Takahashi who began racing cars after his accident at the Isle of mann TT.
In the series, the car is driven by Ken Kogashiwa was the rival to racing guru Bunta Fujiwara. Although, Bunta went with a more modest Subaru while Ken went with the flashy Toyota MR2 which just screams mid-life crisis.
Kai is a street racer and son of legendary downhill racer Ken Kogashiwa who was defeated multiple times by Bunta Fujiwara. Just like his father, Kai was defeated by Takumi as his MR2 loses traction from landing on leaves at the side of the road during their race.
