The Renewable Fuel Standard (RFS) is an American federal program that requires transportation fuel sold in the United States to contain a minimum volume of renewable fuels. A Renewable Identification Number (or RIN) is a serial number assigned to a batch of biofuel for the purpose of tracking its production, use, and trading as required by the United States Environmental Protection Agency's Renewable Fuel Standard (RFS) implemented according to the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007.
Renewable fuels are fuels produced from renewable resources. Examples include: biofuels (e.g. Vegetable oil used as fuel, ethanol, methanol from clean energy and carbon dioxide [1] or biomass, and biodiesel), Hydrogen fuel (when produced with renewable processes), and fully synthetic fuel (also known as electrofuel) produced from ambient carbon dioxide and water.
This goal was to be met by setting a Renewable Fuel Standard of 35 billion US gallons (130,000,000 m 3) by 2017 and by reforming and modernizing Corporate Average Fuel Economy (CAFE) standards. [4] President Bush also called for increased investment in hydrogen fuels, advanced batteries, biodiesel fuels, and new fuel production methods. [4]
A 2021 study led by researchers at the University of Wisconsin found that the Renewable Fuel Standard increased corn prices by 30% and those of soybeans and wheat by 20%. These price hikes increased corn cultivation by 8.7% which necessitated additional fertilizer usage that increased rates of nitrous oxide emissions and water pollution.
For 2010, EISA set a total renewable fuel standard of 12.95 billion gallons (49.0 billion liters). This total volume, presented as a fraction of a refiner's or importer's gasoline and diesel volume, must be renewable fuel. The final 2010 standards set by EPA are shown in the table in the right side. [13]
As with the EU, the U.S. Renewable Fuel Standard (RFS) and the California Low Carbon Fuel Standard (LCFS) both require specific levels of lifecycle greenhouse gas reductions compared to equivalent fossil fuel consumption. The RFS requires that at least half of the biofuels production mandated by 2022 should reduce lifecycle emissions by 50 percent.
