You need to select the directory where the bios is located within pcsx2 itself before you can just boot games from the steam library. Config > Plugins/Bios selector scroll down to BIOS search paths and select wherever you placed the bios. I noticed there was no bios folder for pcsx2 so i just made one and put the bios in there.

Can confirm.... you need to place the pcsx2 (ps2) bios files in the emulation/bios folder. Just drop them inside the bios folder (not in another sub folder). Just in the root of the bios folder, it will work. Had this issue as well. Thanks to SrScratchNSniff ! P.S You can place the DS bios in this same folder as ps2 bios ('bios' root).
Yes, bios are specific to PS2 consoles. But like anything else, they can be dumped and shared. You can use almost any PS2 bios with PCSX2. The only one the developers suggest not use is the very first one.

As an example Play! doesn't need an external PS2 BIOS to work. PCSX2 needs a PCSX BIOS folder. The Core Info section says to visit this link for more information. Most emulators that require a BIOS will usually say (!) Missing/Found, Required/Optional: in the firmware section and then will mention the BIOS that the emulator needs to function.
