Java is the system that Minecraft uses to run, and is used by many other software systems as well. Having an out-of-date form of Java can affect performance in Minecraft, and may even prevent you from playing altogether. Before going to more drastic measures, try updating Java to the latest version. Step 2: Install MagicLauncher and Optifine

To be honest i find minecraft runs way too fast, it stresses my graphics card much more than it needs to because of a lack of framerate limiting (Vsync), i get framerates in excess of 700 on minecraft, thats using almost nine times the throughput i need it to (my monitor runs at 85hz), using more power and making more heat than it need to,

Users discuss their low FPS and lag problems with modded Minecraft 1.12.2 on Java Edition. Some suggest increasing memory, lowering settings, or using optifine, while others blame Forge or the modders.
You could have it where the game doesn't run well with a high resolution resource pack or a large world save. Mods might be extra content but that's more the game has to load and render and consider alongside the Vanilla world gen, textures and other aspects. Forge 1.13+ also got a reworking so it doesn't run as great as 1.12.2 and prior or 1.7.10.
