Electronic bill payment is a feature of online, mobile and telephone banking, similar in its effect to a giro, allowing a customer of a financial institution to transfer money from their transaction or credit card account to a creditor or vendor such as a public utility, department store or an individual to be credited against a specific account.
Electronic bill pay systems fall into two categories, "pay-anyone" services and restricted biller list services. In a pay-anyone service, the provider will facilitate a payment to the payee regardless of whether they have an electronic connection with that payee or not.

Deep East Texas Electric Cooperative, Inc. is a non-profit rural electric utility cooperative headquartered in San Augustine, Texas. The Cooperative was organized in January 1938 and its first power lines were energized in December of that year.
In 1890, Coronel John G. Cullmann appointed Professor S. A. Felton to head the first public library housed on the campus of the Cullman Polytechnic Institute. Sometime between 1894, when the public library moved to Allison's Drug Store, and 1928 the library was disbanded and attempts to reopen the library were unsuccessful.
