Hey, I am using Windows 11 22H2 build 22621. I am using a Dell Vostro 5402. The iCloud drive is reaching 100% CPU usage, averaging 80% CPU usage. Someone needs to calm down this iCloud drive Process, it's not the only program that runs on my pc. In addition, the sync is so slow for the CPU usage it takes, it must be instantaneous syncing.

Open up the File Explorer and click on the Local Disk under This PC (It usually is the C: Drive). From there you should see a folder named Users. Click on the Users folder and open it. It should now show you folders for each of the User Accounts on the PC. Right click on the user folder that the iCloud data is stored to.
