The Developing Communities Project (DCP) is a faith-based organization in Chicago, Illinois. DCP was organized in 1984 as a branch of the Calumet Community Religious Conference (CCRC) in response to lay-offs and plant closings in Southeast Chicago in the 1970s and 1980s.
Over 200,000 people were employed in the steel industry at its peak in the 1950s and 1960s, but mass layoffs in the 1970s and 1980s devastated many working class south side neighborhoods that were heavily dependent on industrial jobs.
At the same time, recent and older ethnic immigrants competed for jobs and housing with the new arrivals, especially on the South Side, where the steel and meatpacking industries had the most numerous working-class jobs. With Chicago's industries steadily expanding, opportunities opened up for new migrants, including Southerners, to find work.
