Yes, the iOS 13.4 update changed how mouse support works. I had a Lenova Yoga mouse with a touch bar for scrolling, which worked well enough before iOS 13.4, which doesn't work with the touch bar scrolling now. So I'm now using a Logitech MX Master, with a more conventional scrolling wheel, which works perfectly in iOS 13.4.
Ipad issue with mouse I’m using a wireless bluetooth mouse on my Ipad as a pointer device. When scrolling up or down on any menu in any app wether it’s safari, mail, settings etc.. the “scrolling action” keeps getting stuck after lifting my finger of the mouse and moves the screen up and down without pressing anything.
